Incorrect. You can link to sites outside of NB, only not to promote, advertise for products/forums or to other Naruto forums. If you simply link to Wikipedia, Google, NarutoWiki etcetera then there is no problem.

It indeed is correct that one cannot create a bio(graphy) before they reach a post count of 50, however even after that you could be restricted to several bios as, for example, Uchiha bios can only be created once one has 1500 posts. Read the rules and regulations for more info.
