Yep, only another Uchiha.

Litte note: Itachi went very easy on Kakashi. He let him rest several times (Kakashi fading out several times, only noticable in the Anime) and he "only" stabbed him with a sword, you can imagine that he could have done things that would of been WAY worse.
Kakashi even realised that he could have killed him.

So there really isnt any non-Uchiha who can survive that.



Even perfect Jinchuriki cant escape it, we saw that Sasuke´s weak Tsukuyomi (or regular genjutsu, idk) effected Killer Bee for maybe 3-6 seconds before Hachibi broke the genjutsu. Impossible to break Tsukuyomi in 1sec..

No one is surviving a mental breakdown. There are no limits in pain Itachi can cause within Tsukuyomi, leaving Kakashi in a hospital for weeks by just stabbing him with swords isn't the maximum of this technique, he could also have killed Kakashi if he wanted.
