A recent interview confirm this thought, they are basing it on the anime models, and with all the fillers it will be unlikely we reach Madara fight let alone Bijuu naruto fight so there.

already gave it up, let face it KCM Naruto will not be his own playable character let alone Bijuu Naruto, if we manage to get to Madara vs the 5 Kages it will likely be a secret boss fight and because of this, might not be a playable character.
