Probably since it can be used for penetration (yeah yeah) instead of Rasengan's blunt and grinding damage. Plus having an element gives it advantages too - Lightning release stuns the opponent and is effective against earth style (see Doton: Domu). He also derives other jutsu from his Raikiri later on.

Base Rasengan is a pretty powerful attack by itself, and a very advanced one. So creating a technique that equals it would be an achievement and a good tool to have in any arsenal. So if you can't master a powerful technique, but you can come up with another one that rivals it.... why NOT create it?

OT: It's always nice to invent a new technique. I think he started it by trying to immitate the yondaime's rasengan but since he used lightning then it turned out a bit different and it became what we call the chidori (that's what I think >.>).
