If Lee uses gates, then Neji could use rotation. Then it would come down to who can last the longest.

Didn't Naruto bypass rotation and knock Neji unconscious like with just the Kyubbi cloak. Gated Lee is much faster and stronger than that.

I'd say Lee needs the gates to actually be able to beat Neji or else he won't be able to do much against Neji's whose taijutsu style is superior. Without gates, Neji wins mid difficulty but with the gates, Lee wins mid difficulty.

No. Lee is only able to challenge Neji when he activates his 8 gates technique, which I believe can be countered by the superiour vision of the byakugan and then shut off by the gentle fist. Anyone who says Neji will be overwhelmed by Lee's speed should go back and look at his fight with Kidomaru you will see that he has even faster close range style movements than Lee, as well as Sasuke's fight with a very fast Naruto. If the sharingan can track and counter that level of speed, the byakugan which has even greater visual power will greatly influence the battle in Nejis favor.

That doesnt make him a stronger fighter than neji in general vs opponents, but in a 1 on 1, lee vs neji, i would put my money on lee.

That was the belief until Lee showed his gates. With Gates Lee came out as the strongest character in the Chuunin Exam arc, accept it.
And moving on to current ones, neither Neji nor Lee have shown special improvements over time skip so i feel Lee still wins with his gates.

Not so, in fact if you remember with all his supposed strength Lee was unable to even harm Gaara once through his simplest sand armour. I believe the rotation was stronger than that level of defence at the time and has also continued to grow in power since.

Im surprised that you of all people havent seen my explanation as to why it wouldn't destroy rotation. Thats like what im known for on NB.

1: Lee only can open 5 gates fact stated by Guy himself!
2: Lee has to use primary lotus just to open up the 1st gate, fact! thats why he couldnt use gates against Kimimaru. Fact!
3: No Regular Taijutsu will ever defeat Neji and a byakugan user of his caliber
4: When lee went to his max and used 5th gate, neji and kakashi was both keeping up with his movements

These are all facts of the manga, learn to read it and maybe you would know this!

I am in agreement with the majority of what you said, though I would like to mention something that seems a bit controversial.

When Lee went gates mode on Gaara, Neji and Kakashi couldnt keep up with his movements. At best they could probably see a defined blur, but they couldnt see him completely.

I find he surpassed neji in the chunin exams. 5th Gate at that point was impossible to counter, especially for neji. Gaara and Lee were the strongest there at the time.
