He means:
Who could really use a summoning creature. Meaning, which character, do you think, should have one (a character that doesnt have a contract yet with a creature, like for example a toads contract).

For example, we have not seen the following characters use summoning jutsu:
Gaara.
Raikage.
Mei.
Onoki.
Neji.
Kurotsuchi.
Akatsuchi.
Yamato.
Iruka.
Dodai.

The list is longer, but just to name a few.

I would say:

Konohamaru: monkey.
Sakura: slug.
Obito: CATS (because cats are win and somebody needs to summon them. it would be funny as well with kakashi his dogs).

And Tobirama, even if he is dead, I would wanted him to have one. Something like The Kraken
