Good question. I don't think there is a "strongest" character. They all have strengths and weaknesses... It's a circle. Here's how I think of it: A is stronger than B, B is stronger than C but C can defeat A because of some special power... Or you can think of it like the Element wheel:

Fire => Wind => Lightning => Earth => Water => Fire

So nothing is the best, coz each has a weakness.

Jiraiya would have probably been able to beat Itachi given how well he fought against both Itachi and Kisame. Also, Jiraiya would've been able to beat Pein if he'd known the secrets of Rinnegan. Then there's Pein himself who would probably have pwned Itachi. According to Fukasaku, the Rinnegan is said to be the most powerful eye tech.

I wasn't saying that he was weak, just that whatever happened during and after the VOE battle has weakened him. I was pointing out how strong Shodai was. Also Madara has a ultimate defense atm but hasn't really shown any offense so it doesn't necessarily mean Itachi was weaker then Madara just that he couldn't figure out a way to kill him.
