No. Put yourself in Kabuto's shoes. Tobi demands you to show him Edo Tensei. Do you show him Edo Tensei and possibly lie to him about the hand seals of Edo Tensei so he'll get the hell off your back, or do you fight him, crippling your plans of hindering the Allies by you killing Tobi, or you lose everything if Tobi kills you. Kabuto made the smart choice.

And DSM Kabuto + 37 elite Edo shinobi > Edo Madara.
