    I think he can't, He can only do it to himself, and for him to kamui something or someone he has to be touching it and the entire thing comes... I think Obito's other eye( Kakashi's sharingan) is the eye that has the power to control what is teleported.. Just like Sasuke with one eye produces amaterasu but with the other manipulates it.. I think it's the same with Obito's eyes.
