I think shisui because when they talk about shisui they talk about like powerful man well same for itachi but they haven't shown us his power that will make his power unknown that's why I think shisui. I think you haven't understand me sorry (｡-_-｡).

We really haven't seen enough of Shisui to determine who is better. However, my guess would be Itachi, he was praised as a genius above all others of his generation (which Shisui was a part of)
