Actually in the battle with Hidan he hold Hidan analysed him and came up with a strategy in seconds so I'll have to disagree with this.
And he was holding still because he was holding Hidan, his eyes were perfectly open because he had to analyse Hidan's jutsu and in the same time after all this came with a tactical counteraction in like... 1 minute?

He was still sitting still. That's not an excuse. In all his fights he either came up with a plan before hand or at some time during the fight he sat still long enough for him to come up with a plan.

The guy is smart be he has to be comfortable and focus to come up with a good plan. You need to go back and watch his fights.

It's funny that you keep bringing up him sitting still in that one fight with hidan and asuma but he has done the almost the same exact thing in ALL his other fights. Temari the female ninja from the sound 4. Which he failed to come up with a plan because she wouldn't allow him to focus.

I'd say intelligence wise only his dad comes close. Now he isn't the strongest and capable of being beaten because he doesn't have any counter to the ridiculous jutsu the top tiers have, but he still becomes a problem. He caught Obito when he tried to get Ginkaku and Kinkaku. Obito even said it was unfortunate Shikamaru was his opponent. You also see in this scene he would have been crushed by the Gedo were it not for Choji.

Define "Smartest Shinobi" in Naruto-verse. I don't think you can. Everyone is smart in they own way. However, it would be your opinion to say otherwise. I would say Shikaku would be the "Smartest Shinobi" in Naruto-verse.
