I'd say intelligence wise only his dad comes close. Now he isn't the strongest and capable of being beaten because he doesn't have any counter to the ridiculous jutsu the top tiers have, but he still becomes a problem. He caught Obito when he tried to get Ginkaku and Kinkaku. Obito even said it was unfortunate Shikamaru was his opponent. You also see in this scene he would have been crushed by the Gedo were it not for Choji.

Conclusion: Deffinately either the smartest or second smartest, but not the strongest

Shikamaru and his dad are the smartest. But they need a teammate to put that intelligence to good use.

Itachi/Minato/Kakashi are very close though and they also have the fighting skills to back it up.
