Mokuton is just a combination of Earth and Water, pretty much like how Fire and Earth makes Lava, nothing special.

You need to be naturally born and gifted with those two elements being merged by birth, which is why it's called Kekkei Genkai. Me, on the other hand, was gifted to be able to combine only two of those three affinity mentioned. It is a special bloodline that combines both, which is why it cannot be copied because it's imprinted in their DNA by default. Much like how Uchiha's eyes Haku's ice, it's only passed down by genetics to have that in you.

With Mei, again, she was born with the affinity of Earth+Fire & Water+Fire. I suppose Kishi didn't want others having such a rare gift, so she gave Mei other awesome classifications

According to this, Mei has Water and Earth, but doesn't have the Kekkei Genkai Mokuton --> no mokuton.
On the other hand, Mei has Water and Fire, and has th Kekkei Genkai Steam (forgot the Japanese word) --> Steam!

Futton -> Mist Release
