Was Kurama the only one among the nine who was not sealed at the the time of Madara's fight with Hashirama? If, hypothetically, all nine were not sealed at that time, could Madara have the capability to control all nine and used them all in the fight?
Just a thought...

Well they probably didn't "live" in the same locations, as we saw the 3-tailed living in water for instance. Hashi probably gathered them and suppressed them after he beat Madara and realized it would be smarter to seal the beasts so nobody else could ever use them, thus making an equal distribution among the villages.
