I cansider Shintensin no jutsu a lot more powerful than kiba his tools.
You can even use shintenshin for scouting, if you use it on an animal, like a hawk for example.
I didnt just form the list from a 1 on 1 point of view but from teamplay as well.
Byakugan + Hinata her hyuuga techniques are quite powerful compared to most of the rookie 9.
You forgot that he has the wolf transformation. And her she wont be able to mind transfer him and Akamaru at the same time. And from a teamwork standpoint, his nose can track people miles away, which is 10 times more useful than a hawk. Everybody knows Ino is the worst.

Sakura just gets ridiculously overrated on here.
Shikamaru is still 3rd. Chouji is 4th. The order after that can go any way.

Eh, you can definitely argue Ino is the worst. She does not have many skills. But still, I think the fact that she is a part of the new Ino-Shika-Cho formation makes her valuable.
