Bloody Mist Village?

In the latest manga its stated by a shinobi of the mist something in the lines as 'dont underestimate the village of the bloody mist' or something in those lines ...we all know that under the 4th Mizukage's rein he was manipulated by someone/Madara it was assumed and turned the mist village into the bloody mist village..but if the Mist Village was already 'the bloody mist village' then that means it wasnt Obito manipulating the 4th Mizukage.

kinda of seeing what im getting at?It was someone else ...it couldn't of been Madara cause his old age and what not.

For those who don't know what the bloody mist village stands for:

During the reign of Yagura, the Fourth Mizukage, Kirigakure began using a new graduation ritual for their academy: death matches for students who wish to move on into the ranks of ninja. This act earned the village the infamous nickname "Village of the Bloody Mist"

And when Kisame encountered the 4th Mizukage he had been manipulated:

Kisame Hoshigaki, a member of the Seven Swordsmen who was disillusioned by the corruption, was among those who knew the truth that Yagura (4th Mizukage) was being influenced by Tobi yet sided with the masked ninja

and 'Tobi' claimed to be Madara but it seems it was niether Madara nor Tobi.

im thinking it was madara because he could've controlled him before he took out his eyes which caused him to get older because of loss of chakra. Then he got a new eye and had to live off hashiramas cells andhealing abilities which is why he lived that long to begin with. Then I started thinking ok if he controlled him then he's behind everything and the reason rin is dead. Like he sent rin to find an uchiha that he can use for his plan but then realized they loved each other killed her to ignite his anger and hate thus winning him over to his side

It's possible that Madara was acting behind the scenes and then Obito took up the name Madara since he probably passed away soon after.

i doubt madara would waste valuable effort and chakra controllign a mizukage. hes dying as it is. yagura is just evil

Maybe the situation was naturally occurring, like the mist were just doing whatever on their own without outside influence. Then maybe this motivated Madara/Obito to take control of the Mizukage.
