There were few people that took care of him, maybe Jiraya did at first and then the third. We don't actually know what happened until Naruto was brought-up to us. Yeah, there are those memories of him being alone but that's because it was plot wise.

If there wouldn't be someone taking care of him, Naruto could've literally died of friggin' starvation as I said.
