Personally I think you need to awaken two different powers in each MS eye to unlock Susano'O, that's why it a rare power. Half the MS users we've seen have the same power in each eyes except Itachi and Sasuke.

I think the fate Sasuke has yet to tsukiyomi and Madara hasn't show either amaterasu or tsukiyomi overrides what the databook says.

Yes he can. Amaterasu, along with Tsukuyomi, are the prerequisites for unlocking Susano'o. So if you have Susano'o, it automatically confirms that you can use both Tsukuyomi and Amaterasu.

2 things:

1 not every uchiha that awakens the MS awakens Susano, it's not something that is automaticaly there, and not every MS owner has the same tech, they are not linked, madara also never displayd tsukiomy or amaterasu, for now he only showed susano.
2 as it is stated above, you require 2 MS eye's (probably of the same original person) to awaken susano, as it seems to be something personal, they all look different.

for now 5 MS tech are known, tsukiomy, amaterasu, kamui, koto amatsukami and susano, no person has been known to have them all, so it's safe to say that not all MS awaken the same lineup of tech. and who sais that these 5 are all there are? it was reveald that the uchiha did experiment with MS a lot, so there are possibly tech we don't know of, and one will be more common then the other. tobi stated that awakening susano was rare

sasuke can use amaterasu at will, no emotion is required, he is even more advanced at it then his brother was, he can shape the amaterasu

Yes i agree with you that danzo did dirty work. Which is why its good to kill him cuz he did things in a evil way
Itachi slaughtered his clan but that was a good thing for everyone, even itachis dad was proud of him

I agree too that sasukes light was fading because he used susanoo to much, not really ameterasu
But thanks to itachi eyes, sasuke still continues to use ameterasu for justice
