they have no way to summon the statue.. but if they do again, madara not only can control the 9 tails but can control all the bijuu. If he controls every bijuu the fight the konoha ninja or a counrty on anything..it will be in trouble.

That's Shodai special little talent. As far we can tell the Sharigan has some history with Nine-tails thus their relationship. Then again, a full assault of Akatsuki on Konoha or any village is enough so that's not his end-game right now.
