I feel this is the most accurate.
Leaving out people like Moegi.

1-Kankuro (Probably the most stationary of all known shinobi. Hasnt shown any speed feat either. Its the core weakness of a puppeteer, that is why Sasori hid in a puppet).
2-Chouji (Big strong attacks, but slow. His style is not speed, its more of a tank).
3-Shino (His way of dodging is bug clones. Doesnt show speed feats).
4-Ino (Apart from some taijutsu vs sakura and saving chouji from asuma his wind attack, she doesnt show any real kind of speed).
5-Shikamaru (Actually shown he was quite good at running away vs Temari in the Chuunin exams, but in general, slow stationary fighter, making up for it with thinking speed).

Basically, ino-shika-cho are slow as fak .

I didnt mention Gaara, because he uses sand as extension of his arms and legs. He uses it to move around as well, giving him actually quite some speed. On top of that, i consider these 5 slower anyway.
