Could Kotoamatsukami control Naruto and other Perfect Jinchuuriki?

We all know Kotoamatsukami is one of the most powerful genjutsu ever seen in Narutoverse, so I was wondering could it be broken by Naruto or a Perfect Jinchuuriki? Since genjutsu can be broken by them.
