Um no. sasuke is easily jonin rank without sharingan nagato probably would have learned other techniques..he mastered all 5 chakra natures in 3 years.he obviously has a lot of natural talent.

I watch alot of Naruto and I can confidently say that Sasuke would've got raped by Deidara if it were not for his ocular powers so taking away people's powers are pointless.
Rock Lee made Sasuke look like a fodder when they fought and the only reason Sasuke got better is because he copied Lee's taijutsu using his SHARINGAN.
