As i understand, you need to be capable of doing bunshin no jutsu, to graduate the academy.
I can imagine that you need to be at least capable of 1 ninjutsu, as a ninja, to move through the academy and pass in general.
What do you think? How did he pass?
Gai said Lee even lacked good taijutsu in the beginning of his genin days.

Gai OBVIOSULY pulled some strings, plus Lee was the 1st of his kind so I guess everyone wanted to see and useful a taijutus only ninja could be.
