Technically you can attack but it's limited as the jutsu range is only short range but the rest is fine.

Description: After performing the Tiger hand seal by utilizing their fire chakra, the user will create a stream of fire that can be manipulated into several forms (rings of fire that runs on the ground or a circle of fire flying through the air) before striking the target. It can also be used in combination with a suitable wind technique to release a massive inferno.

This one is very useful in my opinion as it has some potential with the combination of a wind jutsu. Basically with all flames version of the fire, you create it and use it to make an inferno! Through shape manipulation, you would create a circle of fire that travels through the air, or shaped like a ring that travels from the ground.

The ring part is fine, but no tthe rest. This jutsu doesn't let you do that. If you want those effects it's probably gonna have to be a Custom Jutsu. So create it on you're own.

Ok the next jutsu, I want you to do this. Perform four hand seals Snake → Dragon → Rabbit → Tiger then catch you're opponent with a chord which wraps around the target. Then you get the chord to ignite with fire which travels along the chord and burns your opponent.

For this technique, first notice the hand seals as you are required to perform them before using this technique. Still a flame version of the fire itself so the concept is still the same, though it is a bit slower to perform this jutsu because of the hand seals. However, you will need to trap the opponent with a wire before even attempting to use this jutsu.

This technique was made famous by the Uchiha Clan. After molding your chakra and performing the hand seals Snake → Ram → Monkey → Boar → Horse → Tiger, you would need to form a ring using your thumb and index finger. Spewing out the fireball through the ring! I’m sure you have seen this through the manga and the anime.

After forming the chakra you mold it into a ball with the handseals and then release it in a stream tag balls up from your mouth and moves forward (I don't read the manga only watch the anime)
