If he was alive and wouldn't have done those horrible things, absolutely 100% YES. He was stronger than the 3rd kazekage and an enemy to fear. His tactics and jutsu are stunning and overwhelm the enemy. Hell, I think the Sasori fight was extremely awesome thanks to all of those puppets (especially his last jutsu).
