On topic he couldn't revive her if he wanted to she died way to long ago. Madara told Orbito to use that black pole that sticks out of the Mazo statue. It contains the will of Madara brought to the physical world. Orbito was to use that as like an anchor. This way Madara could be revived fresh and young with his rinnegan eyes.

Rin is 14(or 13) when she dead, she is one years old older than Kakashi.
And when Obito saw Rin dead is after few months cz Obito's hair is long.

Obito is 30 now, cz Kakashi is 29.
