Raikage stated "This is the guy who prevented the 9tails recovery"
but if im not mistaken.. Minato died the night the 9tails was summon by sealing him

I think it was before Obito released and controlled the Kyubi, because I do not remember seeing the Cloud Ninja there trying to capture it.

It most likely refers to an event in the past, where Cloud ninja tried to capture the Kyuubi. Note he says "recovery" which means to take back in this sense, not "revival", which would be the case when Minato died.

very simple....kushina was probably wanted because she was probably the jinchuricki at the time and her special chakra.....so minato saved her stopping them from getting the "nine tails"... so i hope that helps, and i cant think of any time nine tails has been free when minato was alive so i assume whats above
