Jaganshi Hiei (Hiei of the evil eye)

Appearance:
Despite his short size, he has a lean, muscular build to him. He wears a white headband that conceals his Jagan Eye, which is placed on his forehead and has a purple iris. His eyes are crimson (blood red), with an angular and slightly slanted shape, giving him a very sinister look in the beginning of the series. He has spiky black hair with blue outlining and white streaks. His skin complexion is regular peach-tan.
Living up to his classic villainous persona, he usually dresses entirely in black. He wears a long black cloak-like jacket (with a white collar) and black pants tucked into black boots. He wears a black (and sometimes pale blue) undershirt under the jacket. He frequently carries a sword with him that he keeps strapped across his back. He keeps his right arm covered in bandages and bindings but nobody seems to know why and a dragon tattoo now covers the arm and is visible when the bandages are removed for training.

Personality:
Hiei prefers to keep his distance from others, so he often comes off as aloof and ellusive. He has a rather cynical and even misanthropic view of the world around him, often belittling and mocking humans and their emotions and the significance they place on friendship and life. And while he is relatively taciturn, he occasionally squabbles with and insults his teammates. As a fighter, Hiei is very unbiased when it comes to his enemies. He shows the same degree of ruthlessness to his foes - regardless of age or gender.

History:
Hiei is known as Imiko" ("cursed child"), because his natural chakra affiliation is fire born to a kōrime" ("ice maiden") of the land of water's Yuki clan . He was born with the fire style chakra nature because his mother "interacted" with a fire style user of unknown origins outside her isolationist Yuki clan community, which led to him being cast out as an infant and left for dead on a mountain near the village atopwhich he was born. He was found and raised by a gang of bandits, but it didn't last long. After realizing the value of the Tear Stone given to him by the same mother who abandoned him at his birth, he wore the Stone in full view of everyone, hoping to attract enemies to kill. At the young age of five, prior to his acquisition of the Jaganshi title, Hiei achieved B Class criminal status in the bingo Book for kirigakure shinobi. As he grew older, he killed mostly for fun, causing those that survived to greatly fear and reject him. After he was rejected, he continued to wear his stone in full view, yet gathered an attachment to it, as it gave him a sense of calmness and kinship. Nonetheless, he lost it when he fought group of Kirigakure anbu , and he vowed to thenceforth search for it.
Later, Hiei received the Jaganshi ititle from Shigure at the age of 11, a master swordsman and swordsmith living in a secluded hut outside of kirigakure because of the intense murderous intent he felt in hiei's cold stare. in return for telling him the story of his life up to that point in time, Shigure fashioned him a sword agreed to train hiei in the art of swordsmanship. After 5 long years of training and also learning that he had the ability to use wind style and water style to a small degree, Shigure announced that he had nothing left to teach hiei so he left once more hearing that the leaf village hokage wore a stone of similar appearance to that of his mother's stone and thus he set out for the leaf village for answers.

A simple technique that when the users hands are clapped together, wind is compressed and transformed into a powerful gale. The jutsu used as an isolated attack has the power to easily knock over a human. Though the true value comes from using it together with projectile weapons like shuriken or kunai. Their speed, power, and ability to wound or even kill are all increased several times.

Miscellaneous:

Intelligence- Hiei is not only ruthless in battle, he is a brilliant tactician. He always observes every known element about his opponent as well as his surroundings, making use of his surroundings and exploiting any visible weakness. Hiei also uses his Jutsu in conjunction and never takes his opponent's attack head on unless necessary. He is not too proud to use the element of surprise to quickly handicap or kill his opponents.

Swordsmanship:
Hiei is one of the fastest swordsman known to the shinobi world, even being able to slice an opponent sixteen times in a blink of an eye. It is rumored that Hiei possesses the ability to teleport however he is just moving in bursts of speed almost untraceable to the human eye. Hiei uses the classical bushido style of swordplay with his own innovations to the style and also has been known to combine his swordplay with his ninjutsu.

Chakra manipulation:
-Hiei can concentrate wind style chakra on the edge of his sword maximizing its cutting power and piercing ability
-Hiei has high resistance to Fire style and Ice style based attacks due to his own fire natured chakra and having lived in the cold snowy outskirts of kirigakure

Murderous Intent:
Hiei's intense murderous intent is so powerful that it causes those with weak resolve to freeze in place or even faint when looking into his eyes.

Enhanced Perception:
through his training as a swordsman and his time with the bandits who raised him, hiei's senses became enhanced to detect danger and keep track of his enemy's moves.

Go play around in forum games, also read the rules on bio's and training, those jutsu you added they can't be used.
There are a lot of rules to read try and do that before you make a bio or anything otherwise you will have problems in the RP.
