and it got me wondering about what kisame meant about it being easier for him to carry out his plans knowing that tobi aka madara was pulling the strings

I don't think Kisame has his own plans. He says it will be easier to do his "work" but not his "plan". I think by work he simply meant the jobs he was given by Akatsuki. He just finds it easier to follow someone like Madara than some weird guy with a spiraling mask named Tobi.
