Second mizukage, who is in guard duty, has send kyofu to the boarders, who sees you. He summons him on regular basis, to learn news from the boarders. He informs the Mizukage about you heading to the boarders. The 2nd writes a letter for you. Then, he sends kyofu to you, to hand you the letter. He also gives him a gourd with a lighting clone of him hidden inside. The letter says:

this starts sounding like an invasion... There are already too many konohans in our land, and they are causing trouble, so inter-village affairs between our villages are not at their best. If you pass the boarders between the land of fire and the land of lighting, we will consider you as a trespasser, and will eliminate you... My kage doesn't want to start a war, but won't hesitate to do so, if you continue. Also, this message is written on an explosive tag, and will self destruct...

Tobirama Senju notices a toucan coming the way, and performing a single hand seal, let's out a Giant Water Dragon that "swallows" the Toucan and rotates in a high speed, around itself. Then, Tobirama immediately releases a wave of lightning at the water , that increases it's destructive power and injures the toucan enough to cause death if not treated in time. And the "gourd" is also destroyed.

And how do you know it's a special toucan? from the height it's flying, and without a dojutsu, all you see is a black spot on the sky, and that is, IF you are looking that way... Also, you are in the land of lighting, were most of it is a rocky dessert, so were did you find the water to perform your jutsu? You didn't say anything about a water source, so there should be no dragon... Anyway, I'm not the kind of guy that like arguing over a move, so I'll go on, just please be more focused on details...

As Kyofu is flying right above you, he sees your water jutsu directed towards him. The clone jumps towards your dragon heard (about midway towards us, as we are long range in the sky), and throws several smoke bombs at the same time he jumps. Wile falling, he activates the plasma ball around him, and then, as soon as he reaches your water dragon (with raiton inside), he activates several explosive tags, wile shouting:

Description: The user manipulating their chakra generates a plasma barrier around them to serve as a defence which protects them from incoming attacks, even from something as wide-ranged as the Quicksand Waterfall Flow however the user cannot use other techniques besides lightning release or physical based techniques. The user can rush at their opponents even if the barrier is active. The shield can be used offensively, by discharging the electricity in the direction of their choice in a wave resulting in using the energy of the barrier and ending its effects.
Note: Technique remains active for 3 turns.

This results into a large explosion that will crush the dragon head, and send raiton-charged water towards you, followed by a shokwave. (the lighting composing the clone was B-rank, and the raiton barrier B-rank as well, + the brute force of the explosion, it should be more than enough to send a raiton charged shokwave and raiton charged water towards you). Also, as the clone dies, 2nd mizukage takes full knowlage of what happened till now. Finally, as you are surrounded in thick smoke, you have no idea of what's happening above you, thus you don't know about anything falling on you.

Kyofu then will let the gourde fall, with several explosive tags in it (from the clone's arsenal). This will work as a strong bomb.

Why not come out you'rself?

Looking upwards, naturally, Tobirama notices the clone jumping towards the head of my dragon. Exhaling a large blast of wind, the electrified water gets pushed backwards towards you're clone as I move away from my current position[on ground] and towards the Kumogakure. However, I only move to a fixed length and just away from the damage the debris may cause.

It also appears that after digging, the ground can be returned to its original state, leaving no trace of where the user entered the earth.
