How exactly do I make a border? I looked at Jim's tutorial where it said to make a new layer select it all with the rectangle tool, but then it says to right click on it. When I right click on the image it only gives me the options of deselect, select inverse, refine edge, and other things but it doesn't say contour fill, only fill. When I press fill it doesn't give me the options which were listed on the tutorial. What should I do?

Take a screenshot of the options you see. "Stroke" should be among them.

Ahhh! Thanks, so contour fill is really referring to stroke?

Instead of using a the rectangle tool, you can just create a new layer -> CTRL+A (or CMD+A if you're using a mac) to select it all, go to edit (I think it's edit, not sure) and then use the stroke to set a contour.
