Strongest Shikibukai?

Not sure if this has been made before so sorry if it has, I'll trying to decide who the strongest warlord is, I'm stuck between Pre- pacifista Bartholemew Kuma (when he had his own mind) and DonFlamingo neither of them have even been touched by anyone (remember i'm talking about the original Kuma here) his ability to deflect anything and ursus shock and ridiculous so someone like Mihawk who hasn't shown us anything other than super slashes would struggle.

Donflamingo on the other hand is so mysterious it just makes me think he's proper over powered also if his abilities are non- devil fruit then imagine if he had another devil fruit power! So who do you think is the strongest the list includes:

-Kuma
-Mihawk
-Hancock
-Jinbe (ex warlord)
-Blackbeard (ex warlord)
-Law
-Crocodile
-Gekko Moriah

*Crocodile is pretty strong, and only water is his weakness. Jimbei is a bad match up, but I'd say in overall strength he seems to be above the sea knight and Law*

Probably Donflamingo due to his abilities (especially the body manipulation which he can use to control his targets). He also seems to be great possibility, since he was rarely shown before the time-skip. The way the story is set, the Strawhats will encounter (or the story will highlight) the strongest of opponents in the New World, and we've already seen where Donflamingo's already being dragged in.

Doflamingo possesses an as-of-yet unnamed ability to control people's bodies like puppets. He can make his victims move as he wants by moving his fingers accordingly. Doflamingo mainly uses this power to force comrades to fight (and kill) each other, while Doflamingo himself sits at the sidelines and watches.

It is currently unknown what the limitations of his abilities are. Every one of his victims being controlled was unable to resist his powers and therefore was rendered completely helpless. This ability is even powerful enough to stop the physically strong "Diamond" Jozu in his tracks, preventing him from further attacking Crocodile.

In the One Piece: Gigant Battle! 2 New World, this has been classified as a Paramecia Devil Fruit. However, it has yet to be confirmed in a canonical source.
