Is izanagi mangekyo sharingan?

I want to know if izanagi is mangenkyo sharingan. Remember what itachi said, that izanami was created to stop izanami, becouse alot of people abused it. But we all know that not a lot of uchihas ever get mangenkyo. Was this a mistake by Kishi? If izanagi is mangenkyo sharingan, then alot of uchihas must had have the mangenkyo sharingan. What do you guys think?

Doesn't matter if it is a 2 tomoe sharingan, 3 tomoe sharigan, ms, or an ems just as long as you have Senju dna then you too can become an Izanagi user---spammer.

I believe that it may be a technique that lies within the MS, however you may be able to choice willingly which eye you would like to Sacrifice.

I just remembered that Itachi said that izanami was invented to punish those who used izanagi,and it's known that only 6 uchiha have awakened the MS so that means that you don't need to have MS to use izanagi.
