I believe they made it clear Lee and Gai Sensai are the Best taijutsu ninja, with Lee on the break of surpassing Gai.

I mean Gai told Lee to fight the explosion style user (if i remember) by himself at one point and you see he isn't Dead that should tell you enough right there

I love Gai and all, and I think he can beat anyone here EXCEPT the Third Raikage. Not on his own, at least. I even think that Gai can beat Minato.

I don't think Lee's up to Gai's level. That would make him a Kage-level ninja. I think Lee at best is A-rank, which would be above your-average-Jounin. He'll be at S-rank soon, though.

They literally trained all Day everyday since becoming a Team, and Lee stood his ground in hand to hand combat at a young age

They don't specialize in taijutsu. Naruto in BM has all of those people beat, too. But he's a ninjutsu specialist.

I'm sure that the 3rd Raikage can do that too, and possibly to a farther extent. Even Hachibi failed to injure him; his body is the "strongest shield".

But at that point Gai is nothing compared to how he is now, same thing applies for Lee.

But ... Hyuuga depend on the Byakugan yet are still considered Taijutsu specialists. The same thing applies for the Inuzuka and Akimichi clans.

The Third Raikage's strength relies on his inpenetrable raiton armor which is a ninjutsu; however, he is a taijutsu specialist as the only technique he ever was shown to use was the Hell Stab which is an taijutsu technique. The problem is against the higher level shinobi such as Gai, the Raikage's Hell Stab is only linear in attack so it is not too difficult to dodge. Even better is that his technique was easily used against him by Naruto.

Gai holds the title of the best Taijutsu user. He ONLY has used taijutsu outsied of his turtle summon. He has pretty much mastered the 8 gates (seeing how going 8 kills you, 7 is the largest goal to aim for) which is the greatest taijutsu techniques/ enhancements. He is currently fighting against two of the strongest shinobi in the Narutoverse with Taijutsu alone (considering the ninjutsu talent of the other two I'd say it is impressive that he is still kicking)! Aside from that he managed to fight against Pakura on his own manga wise (when he said for Lee to take the Explosive style user). Pakura's tech is extremely dangerous for a taijutsu user considering if the flames connect with you you're toast!

Above all of that Gai defeated Kisame twice (three times if you count him kicking Kisame during the Itachi/Kisame debut)! Kisame is practically a ninjutsu god due to his high scale water techs, and to defeat that with taijutsu alone is a testament to his mastery in the style.

I can't believe you didn't have a single Hyuga on your list, the clan of Taijutsu masters. It should be noted that while Neji appears to be basically maxed out, Rock Lee has some growing left to do. I imagine he'll be as strong as Gai, and therefor claim the 1 or 2 spot in the future.

He can't open the gates. Lee wasn't a one trick pony. You have no idea how long Lee spent with those weights on his legs; may have been just a little while specifically to prepare for the Chuunin exams.

He gained all of that through using the sharingan. He also has never witnessed the five gate releases aside from the first one I believe. Also his body isn't regularly used to such speeds. For example during his fight with Gaara he noted how his body didn't have the training required to truly maintain the speeds Lee is used to!
