we dont have any info on dragon, but roger was pirate king and after he died whitebeard became the strongest man alive....even past his prime with a hole in his chest and suffering heart problems he was still able to sh*t on akainu....so i pick whitebeard because he's the only one we've seen in action and had time to train after rogers death

We don't know anything on Dragon and very little about Gol D. Roger, lots on Whitebeard.

So
- based on what we've seen = Whitebeard (Edward Newgate)
-based on feats = Gol D. Roger
- based on timeline (more specifically age) = Dragon

But Rayleigh was Roger's first-mate, is very old, and was able to be a match for Kizaru. So I think Dragon is no where (for the mean time.)
