Really depends on the range of the battle. If Kisame can utilize Suiton Daikdoan against Jinton he effectively OHKOs Oonki. One hit K.Os are rare, but to land a direct Jinton enhanced Daikdoan is too much for most people to use.
Flight is Oonki's natural advantage, if Kisame can overcome it, he wins high diff.
