Actually that was hiraishin(probably a mistranslation or Rin was wrong). This could be a better example of quick body flicker though

Rin is a character in the manga therefore saying she's wrong is the same as saying the manga's wrong...

His base speed is probably a little above Kakashi.

Well, FTG does look a lot like a very fast body flicker so I wouldn't be surprised if 12 year old Rin didn't make the difference between both.

No need to be smart to know that it was wrong. Minato marked the guy on this page and used the marking we see here to directly appear behind him. It was Hiraishin(which is a teleportation jutsu) instead of body flicker Rin said(which is a fast body movement). That's why i say that either it's a mistranslation or Rin was wrong(probably not knowing the difference actually since the mechanism of hiraishin is said to be not totally elucided in the databook)

I think so but there are 3 different manga sites that all confirm it was body flicker so it's their damn faults for all this crap

Yeah, it was clearly Hiraishin, I don't know what they were thinking. Or maybe she just doesn't understand the mechanics behind FTG.

That appears to be a mistranslation on Rin's part, or perhaps she doesn't understand the difference between a regular Body Flicker and FTG. That wouldn't be surprising, considering that she's only a Chunin-level medical-nin
A better example of Minato's unassisted speed/regular Body Flicker would be this.
It's still quite fast, but not as fast as FTG.
EDIT: It would seem this page has been used quite a bit as 'proof' of a regular Body Flicker. Whilst that may be true, I believe that was an example of FTG.
Earlier in Gaiden, Kakashi was given a marked kunai, allowing Minato to teleport directly to him. Also, FTG has been shown to generate smoke in some cases.
The fact that even some of us have trouble telling the difference between some instances of his base speed and FTG asserts the theory that Rin - much like us - couldn't tell the difference either. xD
