well madara was supposed to be revived by the rinne tensei for this purpose
but I'm not sure if it will work on an edo tensei
and also think there's a chance naruto will get the juubii think he has the same seal as the sage
and the bijuus gave him there name for a reason and some of their chakra
so he might call out the bijuus names and they will remember him in the juubi's conscious

Remember that this beast is the reason why the so6p became known.
Although we all have to admit, Madara's know for being as being as close to the so6p's power as any shinobi can be so far.
I'd go for Madara to be honest, I thought Tobi would still remain the mastermind, and actually use his rinnegan in combination with the sharingan, but after his mask broke, so did his fighting skills and more importantly, his intelligence.
Madara got this one, since Tobi is nothing but another pawn right now, and likely gets killed by the juubi.
