The REAL list of top 10 most underrated

10- Zetsu. He has mokuton style and can make a lot of clones, he is NOT the weakest akatsuki, zetsu>hidan IMO. Besides black zetsu is badass.

9- Zabuza. Silent killing + Mist jutsu is a very strong atack, your oponent can't see you or hear you. The sword is just a power up. Kakashi is just a bad match-up.... AGAIN, zabuza > hidan IMO.

8- Kakuzu. He es easely top 25 character, i've seen him in 37/40 spot, i mean, it took 3tomoe kakashi, naruto, shikamaru, choji, yamato, and ino to beat him HIGH diff.

7- Sakura. She's pretty underrated, i'm sure because she sucks (she's a b*tch), but she is strong and haters wont deal with it.

6- Kiba. We have seen him fight seriously just 1 time and he showed the most amazing jutsu, Jinjū Konbi Henge: Sōtōrō , this jutsu cutted in half sakon and ukon, who were Juugo level, so with this jutsu kiba can defeat a lot of strong oponents.

5- Sasori. He was really strong, he had a lot of strong atacks, with his 3rd kazekage puppet he has a chance against a lot of strong opponents, he's just underrated because he lost to chiyo (on porpouse)

4- Tsunade. She can break susanoo's defence with just one punch, she has regeneration and a healer summon, SHE IS NOT low kage level, she's mid kage. I'm not saying tsunade > kakashi wich is a big NO.

3- Orochimaru. He couldn't use his hands, we haven't seen his full potential, just wait, he would be top 10 for sure (actually he's top 13 in my list)

2- The rest of k11, we think they're fodders just because we haven't seen them in a while, they're strong, otherwise they wouldn' be important characters.

1- Killer B (no bijuu mode), owned taka, he went toe to toe with kisame and he beat his brother in a lariat fight, some of you say that he's nothing without Bijuu mode, but yes he is, he is really strong without it, top 25 material (with B. mode top 11)

Heaps of peoe seem surprised that bee is on there but I had see loads of people saying that he has been useless or doing nothing in the current fight. Obviously they weren't paying attention when bee got hit by giant immobilizing stakes.

Also to the op I agree with most of your list and kiba is indeed underrated.

I mean it is like me saying, "That one sand ninja who is dead now, could use Kekkei Tota." He is so much more underated that shishui.
