Right! I was thinking along these lines myself. keep in mind that this is the 1st time Kakashi has seen Obito in years! He is very reluctant to kill him given their history, much like Naruto and Sasuke. kakashi is being abit soft in this fight mainly because Obito was his childhood friend and former teammate. If he can talk him down he will, though I doubt it will turn out that way,even if he does manage to get through to Obito, Madara will probably just kill Obito him self sincehis moons eye plan is coming to a head.

Maybe he didn't have enough time to perform raikiri. You should consider the fact that Raikiri was his strongest move before time skip and it required a bit more time then usual -hand seals, and focus - sharingan.
