Gai is a Very powerful jounin, but let's not overhype him because of his feat against madara althought it was boss, Hes most likely the 2nd strongest jounin in the village, but when he goes into 8 gates, he's on par with a kage.

guy can defeat any kage alive wiyh his eight gates. n that fact .stated in the manga (8 gates stronger then hokage ) and he was the god of shinobies) so ya he is kage level . maybe low but he is
