y??orochimaru's CS is a perfect counter he has given the CS to like 10+shinobis so even if one of them is sealed his conscious would continue to live on the other shinobi's CS and you didn't mention this constrain in OP

However like any other weapon its effectiveness is down to the user and i can assure you that, itachi wouldnt just pull it out and start swinging in every direction. I dont even think the weapon is as slow as some people have trolled others into believing in

The speed of all Susanoo is "super fast"! As said in the manga. So the Totsuka would come at you at the speed of Sasukes arrow. That is pretty much a fact.

It's said that totsuka no tsurugi seals what it pierces into a dream-dimension, so if totsuka is not able to pierce thru something it can't seal it

Totsuka no Tsurugi is a variation of Orochimaru's kusanagi blade, which means that the piercing power must be around the same level(said to be able to cut diamond), but we've seen that even kusanagi wasn't able to pierce thru Bijuus V2 shroud, so normally totsuka couldn't also, which means that against V2 shrouds for example it should remain uneffectiv, and maybe others also if they are around the same level in resistance or above

I also believe that there is a limit in the sealing ability. Like Minato said for example, it's physically impossibel to seal all the Kyubi and he used arguably the most powerful sealing jutsu in this manga(RDS) but still was only able to take half of the Kyubi with him. It's probably another limit of the sword of totsuka
