Well it seems more likely that the statue is based upon Asura - I mean in Buddhism it symbolizes things whats not to say its symbolizing something in Naruto I mean Kishi bases a lot of his things on mythology etc

But the Kages are known to everyone, the sage is known to a select few......they wouldn't build a statue of a fictional character
