In actuality, naruto isn't actually capable of truly blitzing an opponent and its the reason why he hasn't done anything like it thus far.

not true, remember when in sage mode he blitzed Asura path as it went for Tsunade, and he 1 shotted him, naruto can blitz, but plot won't allow it.

That attack was more a surprise attack because the path didn't see it coming. If it did, it could have reacted better to the attack. Sage mode naruto does give a slight speed boost, but not like KM/BM.

I really don't see what stops naruto from going full speed and slapping ppl like he slapped the TBB's, i mean it's really as simple as the fact that if he blitzed and 1 shotted everyone, there would be no show, but Naruto has demonstrated the speed and precision to blitz, it's purely plot holding him back.

The raikages , while able to overwhwlm their opponents with devastating speed and power have not yet shown the ability to repeatedly attack the same target in a blitz-like manner and instead have used it to make-extremly quick and powerful one-shot burst attacks that can obliterate almost anything in their path. This linear attack style keeps them from moving in a circular fashion which reduces their overall agility, but allows them to maneuver across a battlefield quickly and efficiently.

Last but not least is Minato, who is considered the fastest in the NV due to his FTG technique and his superior reflexes. While his base speed is fairly impressive, it is his FTG that grants him such manueverability that he is capable of taking out an entire platoon of ninja in mere seconds with it. Though his technique it is not classified as speed, the speed at which he uses the technique it still allows him to effectively blitz any person in the vicinity of a marked kunai or a teleportation seal.

I really don't think it's this complicated, even if naruto has everything he needs to blitz, his actions are dictated by kishi's pen, characters in the story never do the most logical actions, kishi never really uses everyone as effectively as they could be, and it's due to plot, naruto would be broken if he had speed such as A, but he has been seen avoiding him at his top speed, if he can dodge A while in KM, he should be able to blitz ppl, it's really that simple, but as I've said, Kishi is an entertainer above all, and he draws fights out, so ppl can demonstrate all of their techs and abilities.

If you really think about it, naruto has only used his speed a few times in comparison to the others I mentioned above. You can blame plot all you want, but this is using an explanation to verify why naruto has such speed but isn't using it like other known top tier speedsters.

I understand what you're trying to say, but at the end of the day, none of Kishi's characters have free will, naruto only demonstrates speed when Kishi allows it, it's not like he can make up his own mind on whether to blitz or go in yelling with rasengan, Kishi just like to draw his fights out.

Itachi took on Bee and KM Naruto at once. While Raikage had a hard time against just KM Naruto.

No, he was only able to counter Naruto's taijutsu (which isn't anything special apart of speed, to be honest) because of the Sharingan.

He's nowhere near A's speed.

Naruto also wanted to hear the truth from Itachi, so he wasn't aiming to kill at first.
