No the empty shell of it was but the power is all the tailed beast, when Madara awaken the Rinnegan he unlock some powers and was able to summon the shell of the Juubi. Which was the Statue (Mazou)

The Gedo Mazo is a vessel but not necessarily the original body of the Juubi I believe.

The gedo mazo is not the actual body of the Juubi... its kind of like a vessel for the chakra of all the bijuus to be combined into making a somewhat Juubi v2... Thats what i think xD

we dont know all the details but simply madara broke the seal on it that was binding it and then summoned it to the earth...that is all we know, we dont know how exactly but that is what he did after he awoke rinnegan
