This jutsu just adds a burst of water after an Earth or Wood jutsu is used. The water itself does no damage, it simply has the force to knock an opponent back a meter or two but it's main purpose is to stop the usage of Lightning jutsus, especially those which linger around after their usage (nagashi). You can use this with any Earth jutsu excluding mud related Earth jutsus (swamp, Sticky Earth drop, etc) but it works with everything else. I know the description talks abou activation and things, but Scorps removed all restrictions and made it so that you post it after the Earth/wood jutsu, if that changes in any way I'll let you know.

How big in radius can the burst be? the entire short range? Also, does it have to come from the ground in which the earth technique came from, or anything within the earth technique itself? Like for example, dropping lid.

Description: The user would activate this jutsu which allows him to add his water chakra to all Earth/Wood jutsus used no more than a second after the usage of the Earth/Wood jutsu. Although it does no physical harm, this jutsu allows the user to shoot out an extremely quick burst of water straight after an Earth/Wood jutsu is used from wherever that Earth/Wood jutsu appears from. For example, if Spikes are used, this jutsu would allow a quick burst of water to shoot out to anywhere short range from the spikes themselves. This jutsu does not work on the mud related Earth jutsu. The water itself does no damage, however it has some pushing force which is able to knock an opponent back a meter or two, other than that it mainly distracts the opponent. The user can deactivate this jutsu at any time, and can stop the addition of water chakra so that he/she can control when the water bursts out.
So, as you can see, it bursts out (hence the name lol) and reaches short range to where the spikes came out from. Also, it kind of answers your second question too, since the water comes out from the spikes themselves and not the Earth, with something like dropping lid, it'd burst out from the lid.

Description: Similar to Temari's "Wind Ryder Technique" the user will release his wind chakra outwards and manipulate the air currents beneath his war-fan, or any other fan big enough to be ridden on. He will then jump onto the war-fan as he rides it like a surfboard and is able to go airborne at fairly fast speeds like any traveling wind technique at its peak traveling speed. If the user wishes, he can utilize the war-fan while it is strapped to his back to initiate flight similar to how a kite is flown, however with the user attached to the bottom of it. The user can only glide/ride in a linear manner and not freely fly like regular flight techniques. The user can only change locations in mid flight once(ex. Gain height while going upwards during activation then choose the linear traveling path). After the liner path travel has completed the user will be suspended in mid-air for a total of two turns before the air currents are reduce back to normal, causing the user to start free-falling back down into the ground.

This is a very simple technique, I wish I could have gone with the original versions I had submitted but they just weren't acceptable. You will pretty much manipulate the air currents around your fan and throw it out in front of you, or where ever else, as you then jump on it. You will end up riding it like a surfboard. You will then simply gain as much height as you'd like.(I got for something reasonable so I don't break my legs after deactivation, unless you have a plan to account for that). Once you've reached your desired height you'll pick a liner path to travel. So.. towards your opponent, behind you, etc. You can do the very same thing if you have the war-fan attached to your back which is more or less, my preferred option.

I probably will end up using wind stream to change flight path + avoid random jutsus sent by the opponent. <_>
