If you've seen the new chapter you'd know that the 10 tails is revived. The whole point of the war was to get the 8 and 9 tails to receive the 10 tails. Now that the 10 tails is here does Tobi and Madara stil need the Hachibi and kyuubi? Tobi already said he has enough for the infinite Tsukuyomi.

Now that his goal is complete is there still a war?

it's not over. You cannot just revive the Juubi and cast an infinite Tsukuyomi all of a sudden. Madara still needs to get the creature under his control and become a jinchuriki. After he has the creature inside of him, he will have all the power he needs to cast the infinite genjutsu on the world.

I'm not sure something could easily go wrong with the summoning considering Juubi is incomplete.

Of course the war is still on. You think they should just give up and let Madara or Obito get on with the Moon's Eye plan? The incomplete Juubi is revived, true, but its abilities and personality (if any) are still unknown. Nor is it clear whether it can even be stable and function without the 8/9T chakra.
So, they can still stop the plan by either sealing/killing Obito and Madara; or by destabilize juubi enough so it hopefully breaks apart to its components (tailed beasts)...

Depends, whether you believe that Madaras plan actually is the infinite moon, but who knows.. Perhaps he just wants to use the Jubi for a while. He is a narcissistic mentally damaged character, so it's likely that his own self confidence will become his downfall anytime now.

The war isn't over till the infinite moon is complete, and till that happens every shinobi will risk their lifes to prevent it. Now the situation has just been reversed. The allied forces no longer need to defend Naruto and Bee, they now need to be on the offensive to stop the jubi. There is still war, but now it's the allied forces that wants/needs war. Not Obito.
