Yes they are. Unless what I watched in the anime was a filler scene. It's pretty evident that we haven't seen her mop around as being an orphan or alone etc.

It's never been suggested her parents were dead.
They're just normal Konoha citizens, as opposed to ninja.

They're probably alive, but just never shown... I mean, there've been several scenes where her mother has yelled for her throughout the house.

I can't remember since it was ages ago though I think her mum was there in the background and Sakura was getting ready to go to the academy/mission. Though like I said it could've been anime filler since that's what i started with.
