Who was the best water release (suiton) user?

No offence although these threads are pointless in a sense because we have yet to see any of Tobirama's feats. On the other hand we do have some knowledge about his abilities although it's impossible to speculate accurately, people's opinions will be based on wither or not they like kisame if i'm being honest.

Kisame is the best water jutsu user in Naruto as far as we've seen, Now he could be classes as a master at it if i'm being honest, so going completely based on the fact that Tobiamara was also a master is illogical.

Tobimara is also a non character set in place as a filler for a hokage, Without any screen time he doesn't exist in a sense, because we have yet to see any of his jutsu or hear any stories about his achievements apart from the fact he made the Chunnin exams! That's nothing to do with his mastery in water element justus though.

Tobirama has some hype I guess, but what he did in part 1 was nothing special...ninjas like darui and kakashi have done the exact same feats... imo this is only because of the power scale change from p1 to p2 ....All i saw tobirama did was spit water out and do a suiton

As you can see KISAME did not turn a FOREST(desert) in to water. It was a jutsu in which wherever he went the water would follow him as well. So as long as he swam after his opponents they could never get out the Sphere. Which concludes it was not that powerful just annoying.

-My vote goes to Kisame, b/c we havent seen anything from the 2nd and also everyone of Kisame's water techs are high level/scale.

-Another to mention is Mei, she was able to counter Madara's fire with her own water, which is a great feat. b/c it took a whole team of other ninjas just to match it.

Kisame flooded a massive area that was completly void of water. It is hard to say we haven't seen much of Tobimara but from what we have seen it was pretty darn good.

Tobirama is the Second Hokage and related to the Senju bloodline.
Tobirama earned this title because he can use extremely large scale water jutsus without even needing water around him.
Tobirama could also turn the air around him into water.


Kisame on the other hand is good but not on the level of Tobirama.
Kisame's main strength is his Samehada. The reason why Kisame can use any type of water jutsus including those large scale water jutsus It's because of the chakra that he steals from his enemy thus making his chakra bigger/stronger so he will never ran out but if you remove Samehada from him he will just be a normal water jutsu user with sharks, skilled with swords and limited chakra.

Edo tobirama was not weakend, I don't know where you got that from, Kabuto stated it was a perfected version of edo Tensei, Both Hashirama and Tobirama were not weaker than they were in life.

If Kabuto could improve upon Orochimaru's Edo Tensei, then it was not perfected at all. Edo Madara admitted that Hashirama would be more of a match to him than the 5 Kage were. If Hashirama's not on the same level as he was in life, then Tobirama obviously wasn't either.
