If Kabuto could improve upon Orochimaru's Edo Tensei, then it was not perfected at all. Edo Madara admitted that Hashirama would be more of a match to him than the 5 Kage were. If Hashirama's not on the same level as he was in life, then Tobirama obviously wasn't either.

Thats what i said, Pain/Nagato took 30% of their total chakra's and put it into the clones.

Orochimaru is shown telling the Edo's to "stop him now" (he's referring to Hiruzen when he told Enma to transform); do you really think Hiruzen who was just under 70 years old would've survived if both Hashirama and Tobirama (in their prime, and Edo's with their full power is > their prime anyways) were really in a dire situation and had to "stop him now"? Once again, Hashirama alone is stated to be more of a match to Madara than the current 5 Kage were.

The problem with comparing these two ninja in terms of water techniques, is that Tobirama has only been presented to us in Part I.
I'm sure we've all noticed that Kishimoto has begun to walk the path of DBZ, and this manga has become flashy, with overdone and overpowered jutsu; so its no wonder Kisame in Part II would outdo Tobirama in Part I.
When we saw Edo-Hashirama fight, no one even gave that dude a second thought right?
Now Hashirama is thought of as the godliest shinobi to ever live by many of NB. You just can't compare power levels in Part I to power levels in Part II.
That being said, if Kishimoto would be inclined to give Tobirama some screen time in Part II (Like he how he is showing us Hashirama through Edo-Madara) then I'm sure Tobirama would easily outclass Kisame when it comes to suiton; because that is literally what he was known for. He wasn't considered the best for nothing.
By actual manga feats, Kisame takes it. By hype and my personal opinion, Tobirama takes it.

Ah, ok. Can't say I did read all the posts, and I can see the point. Tobirama is probably more SKILLED than Kisame in Suiton, and if he ever learned the Super Shark Bomb and they clashed their water sharks (that sounded naughty) Tobirama'd win.
